Fifth Preference (EB-5): Investors

The basic program allows for conditional residency (that could lead to permanent residency) for persons who invest $1 million (or $500k if invested in specific target areas) in a new commercial enterprise (generally, into companies formed after Nov. 29, 1990 to be considered “new”) that substantially creates at least 10 full-time jobs for authorized workers. There is also a Regional Center Program that relaxes the job creation requirement.
